The regular meeting of the Northwood City Council was called to order by Mayor Mark A. Stoner on Thursday, June 10, 2010 at 7:35 p.m. in the Council Chambers of the Northwood Municipal Building.

Motion to Excuse:
|
The roll was called by the Clerk of Council and those in attendance were as follows: Mayor Stoner; Council members Kozina, Edwards, Hughes, Myers, Barton and Schimmel; City Attorney Ballenger and Clerk of Council Goertz. Those absent were: Councilman Gallaher, City Engineer Kuhn and City Administrator Bacon.
A motion and second were made by Council members Barton and Edwards to excuse Councilman Gallaher, City Engineer Kuhn and City Administrator Bacon from the regular Council meeting of June 10, 2010. Council Vote: All present in favor. Motion passed.

Approval of Minutes for Mtg. of June 10, 2010:

A motion and second were made by Council members Hughes and Myers to approve the minutes from the regular Council meeting held on June 10, 2010, as submitted. Council Vote: 5 yes votes/1 abstention (Edwards) Motion passed.

Public Comment re: Current Legislation pending before Council:
|
Peg Barton, Elk Ridge Dr., Northwood, Ohio, appeared before the Mayor and Council to express her opposition to tax increases of any kind. Mrs. Barton stated she was disappointed in Council and expressed her frustration and anger with their not seeing the difference between needs and wants and in the meantime, citizens would be held with the costs of city employees’ salaries and benefits. Mrs. Barton stated that the city must look at what is needed to operate the city and there will be tough decisions to make. The strategy being considered as far as increased taxes and fees would be unfair to citizens who have lost benefits, homes and jobs. Imposing this tax to all still working is turning a blind eye. Mrs. Barton stated that const control is the solution.

Matt Tewers, 820 Elk Ridge Dr., Northwood, Ohio, appeared before the Mayor and Council to state he supported Mrs. Barton’s concerns and her opposition to any increase in taxes, a garbage fee or a reduction in tax credit. Mr. Tewers stated he was strongly opposed to any of these measures. Mr. Tewers stated that the measures taken by city to cut costs have not been drastic enough and that a greater burden is being bared by the citiziens.

Recreation Board:
|
Councilwoman Hughes reported that the Recreation Board met for their regular meeting on Monday, June 8, 2010 at 7:00 p.m. in the conference room and reviewed the following:

- Ball Tournament - week of June 21st for girls’ softball teams age 8 and under. Assignments were made to various recreation board members/volunteers for the tournament.

- Ball Commissioner Paul Gercak and Recreation Board member James Murphy in charge of the tournament and reviewed all assignments; would like to be well organized for this first tournament and make a good impression.

|
- Brentwood Park: Recreation Board placed a request to the buildings and grounds department, if possible, to remove the basketball nets and poles prior to the tournament to deter use of this area of the park during the tournament games. Mayor Stoner stated he would check with the Public Service Director.

- Kuhlman Stone – A representative from Kuhlman’s to have samples of the screening for the ball diamonds and the diamonds are to be ready in time for the tournaments per the City Engineer’s report.

- Support/donations for summer girls' league: This matter which was being handled by Dean Edwards and James Murphy is no longer an issue.

- Recreation Board reviewed request for donation/support for the boy’s high school ball team – no donation will be made to this team/program; they do not play in the city program.

- Evaluations to be given to parents concerning the coaches for the ball season to be turned in and reviewed at the end of the ball season.

- The next Recreation Board meeting will be held on July 12, 2010 at 7:00 pm in the conference room.

Safety:
|
Councilman Schimmel reported on the items reviewed by the Safety committee at their meeting held this evening (6/10/10) prior to Council:
1. Police vehicles - 06 Ford , 07 Dodge - high mileage - 120,000 miles max - maintenance has been $8,600 and $6,000 on the Dodge - look at replacing in the future as they reach higher mileage.

2. Crimereports.com – This program would be free until the end of this year and would then cost $49.00 per month. Chief Cairl reported that funds from drug offense money be used is recommended by chief.

3. Lake Township: Lake Township Police/Fire are using the city’s dispatch facilities since the tornados of dispatching facilities since storm/tornados on June 5th/6th and there was minimal overtime. The city may look at federal funding reimbursement.

4. Robert Cox Trucking – this firm may be requesting a special hauling permit for 150,000 lb. trucks hauling 4 to 5 times per day off E. Broadway to the landfill loads of auto fluff which is material that would be hauled by Milan, Michigan and substance out of Toledo. Mr. Cox would be coming before Council to present what he would like to do; possibly next regular meeting.

Ordinance 2010-21 amending Chapter 880 of the Codified Ordinances of Northwood, Ohio, levying a tax of one and three-quarter (1 ¾%) percent to provide funds for Capital Improvements, Capital Reinvestment and operating expenses of the City of Northwood within the General Fund. That the one and three-quarter (1 ¾%) percent income tax shall be levied on all salaries, wages, commissions and other compensation earned by residents of the City of Northwood for work done or services performed or rendered in the City of Northwood; on the net profits earned on all business professions, other activities attributable to the City of Northwood by residents and non-residents, and on the net profits earned by all corporations doing business in the City of Northwood as a result of work done or services performed or rendered in the City of Northwood, and declaring an emergency.

Income Tax Collection Summary: Income tax collections for the month of May 2010 show an increase of 25.2% over income tax collections in May of 2009. The income tax collections year-to-date May 31, 2010 are down 9.7% from 2009.

Mayor Stoner extended his thanks and appreciation to the city’s Police, Fire and Street Department employees for their work in assisting Lake Township in the aftermath of the tornado.

Note: Mayor Stoner explained that the bill for ditch cleaning involves cleaning Dry Creek all the way to Bradner Rd. and having it done at this time while the road is closed for construction to save costs. This bill will be paid with funds from the Public Service budget. The Public Service Director stated it would be cheaper at this time to clean the ditch since there is a road closure. It would be more costly to try and clean the ditch when having to maintain traffic.

Amendment to Ordinance 2010-23:
Ordinance 2010-23 adopted as amended by Council and effective 6/10/10:
|
Clerk of Council Goertz explained a need for amendments to Ordinance 2010-23 which was adopted on May 27, 2010 to allow issuance of a single event permit to the Ladies Auxiliary. The amendment would add the Northwood Station One Firefighters Association to the legislation; they are obtaining the permit to sell beer at the fundraiser event on July 10, 2010.
A motion and second were made by Council members Barton and Kozina to amend Ordinance 2010-23 as read by the Clerk of Council to include the Northwood Station One Firefighters Association. Council Vote: All in favor. Motion passed.
A motion and second were made by Council members Barton and Kozina to suspend the three reading rule for
Ordinance 2010-23. Council Vote: All in favor. Motion passed.
A motion and second were made by Council members Barton and Kozina to adopt the emergency clause for
