RECORD OF PROCEEDINGS

Call to Order:

The regular meeting of the Northwood City Council was called to order by Mayor Mark A. Stoner on Thursday, March 22, 2012 at 7:35 p.m. in the Council Chambers of the Northwood Municipal Building.

7:35:17 PM

Pledge of Allegiance:

The Pledge of Allegiance was then given.

7:35:19 PM

Roll Call:

The roll was called by the Clerk of Council and those in attendance were:  Mayor Stoner; Council Members Kozina, Hughes, Barton and Schimmel; City Attorney Ballenger, City Engineer Kuhn, City Administrator Recker and Clerk of Council Goertz.  Those absent:  Council Members Edwards, Myers and Gallaher.

Motion to Excuse:

A motion and second were made by Council members Hughes and Kozina to excuse the absent Council Members; Edwards, Myers and Gallaher from the regular meeting of March 22, 2012.  Council Vote:  All present in favor.  Motion passed.

Pres. of Council Pro Temp:

A motion and second were made by Council members Barton and Kozina to appoint Councilwoman Hughes to serve as President of Council Pro-Temp.  Council Vote:  3 yes votes/1 abstention (Hughes) Motion passed.

Minutes of March 8, 2012:

A motion and second were made by Council members Kozina and Barton to approve the minutes from the regular Council meeting of March 8, 2012, as submitted.  Council Vote:  All present in favor (4 yes vote) Motion passed.

Environmental/Solid Waste:

Environmental/Solid Waste Meeting scheduled for Thursday, April 5, 2011 at 6:30 p.m. in the conference room.

Recreation Board:

1. Backstop rubber for new diamonds

2. Concession stand - City has no connection with the tournament concessions - just letting Knisely's teams use the diamonds and make money for his teams use.

Councilman Kozina reported on the Safety meeting:

FEMA Grant Recommendation:

1. Apply for FEMA Fire Prevention Grant for funds in the amount of $20,000.  The City’s share would be 5% not to exceed $1,000.00.

Council Motion:

A motion and second were made by Council Members Kozina and Hughes to concur with the recommendation of the Safety committee for application to FEMA for Fire Prevention Grant not to exceed $20,000.00.  Council Vote:  All present in favor (4 yes votes).  Motion passed.

Ohio EPA Burn Permit:

2.  Apply for Ohio EPA burn permit to allow the Northwood Fire Department to conduct a structure fire training exercise.  Note:  Per Fire Chief, there would possibly be $4,000 in training costs.

Council Motion:

A motion and second were made by Council Members Kozina and Schimmel to concur with the recommendation of the Safety committee to apply for a Ohio EPA burn permit for a controlled burn with no permit cost to the city.

Council Vote:  All present in favor (4 yes votes).  Motion passed.

Ordinance 2012-14 authorizing the City Administrator and Chief of Police to enter into an Inter Governmental Communication System Use Agreement, and declaring an emergency.

Council Action:  First reading held on March 22, 2012.

Ordinance 2012-15:

Ordinance 2012-15 authorizing the City Administrator and Chief of Police to enter into a Purchase Agreement with Bender Communications Inc. to acquire police radios and equipment for use with the 800 MHZ Communication System, and declaring an emergency.

Council Action:  First reading held on March 22, 2012.

Ordinance 2012-16 authorizing the City Administrator and Chief of the Northwood Fire Department to enter into a Purchase Agreement with Bender Communications Inc., P & R Communications, Federal Signal and Midport Electronics to acquire fire radios and equipment for use with the 800 MGZ Communication System, and declaring an emergency.

Fire Department Personnel Appointment:

 

Based on the recommendation of Fire Chief Whitmore, I recommend the appointment of Chris Bowman as recruit firefighter assigned to Fire District No. 2 at a pay rate of $10.40 per hour; effective Monday, March 26, 2012.

A proclamation from the Office of the Mayor was presented for National Public Safety Telecommunications Week April 8 – 14, 2012.

City Administrator Recker submitted a written report dated March 22, 2012.

Two agenda items for discussion at Environmental/Solid Waste meeting on April 5, 2012 at 6:30 p.m.

Clerk’s Report:

- Clerk of Council Goertz reported on Financial Disclosure forms for elected officials to be submitted by April 16, 2012 to the Ohio Ethics Commission in Columbus, Ohio.

- Department of Liquor Control notification to legislative authorities received on March 12, 2012 concerning upcoming expiration of all liquor permits on June 1, 2012 and permit renewal objections.  Mayor, Council, City Attorney and City Administrator all provided with copy of this notice.

- Northwood Local Schools letter received on March 19, 2012 regarding the substance-free after prom event at Northwood High School and request for donations for support of this event.  Copies provided to Mayor, Council and City Administrator.

- Letter from Ohio Division of Forestry regarding the 2012 NW Ohio Tree City USA Awards Program on Wednesday, May 9, 2012.  Council members copied.

City Engineer:

City Engineer Kuhn gave the following report:

1.  Submitted contract to Wood County for the Florence Ave. and Sharon Drive improvements (CDBG project).

2.  Plans for Greenway Estates Detention Pond being developed.

3.  Draft copy of Storm Water Management Plan Update prepared.

Persons Appearing Before Council:

Gilbert Lawson, 420 Brentwood Dr., Northwood, Ohio:  Concerned with rat population in his neighborhood.  Mr. Lawson stated he no longer tries to destroy them and he is also having problems with the neighbor’s dog feces building up in their back yard along with an inoperable car and other debris.  He cannot use his outside patio in the spring and summer due to the odor.

Wally Rush, 2216 Sheffield Pl., Northwood, Ohio:  Concerned with excess garbage, and collection of old tires in the neighborhood which become filled with water and attract rats.  The lot at corner of Dillrose Dr. and Sheffield Pl. has become a dumping ground for used tires.  This lot is also being used as a private drive and for parking.  Mr. Rush asked that Council please see that this junk is cleaned up from the neighborhood.

James Lynch, 2135 Maryland Pl., Northwood, Ohio:  Concerned with what he believes to be an excess of trailers, motor homes and boats parked in the neighborhood.  Mr. Lynch stated he believed there to be more of these vehicles parked in the neighborhood than when the city first started to enforce proper storage and parking.
