The regular meeting of the Northwood City Council was called to order by Councilman Dean Edwards, President of City Council on Thursday, October 25, 2012 at 7:30 p.m. in the Council Chambers of the Northwood Municipal Building.
The Pledge of Allegiance was then given.

Attended with him: Derrick Chennault and Lisa Marie Kowalski
Just to introduce themselves and to getting to know everyone. They are starting a new project at the old Libbey –Owens Ford Pinkerton Bldg on East Broadway.
This plant will be for treating septage, which is a relatively high concentrated municipal waste. The facility is planned to process 40,000 gallons per day of septage which will be transported to the facility via tank tanker trucks. The plant will be managed by Eastwood Environmental, Inc. with on-site
Operating staff and engineering oversight from its main office in Huron, Ohio.
Construction will begin in early spring so that the plant can open in June 2013.
Community Benefits:
Job Creation: about 6 to 8 jobs
Increase in local tax revenues.
This will reduce demands on local municipal treatment plants which often discharge raw sewage into the river and lake during rain events.
Reducing groundwater contamination caused by ground application on local farm fields.
Improve access for local waste hauling businesses allowing them ample time to respond to local homeowner’s needs for pump-out of septage tanks.
Recycle time is 72 hours and the waste turns to sludge.
Dealing with private contractors only.

Economic Development:
|
Had meeting tonight at 6:30 p.m.
1.) Yard signs in Northwood – Sending back to Planning to changes the rules of the signs on private property.
2.) Mr. Anderson – Economic Development Goals
a.) Keep in contact with the business to make sure every one is happy with City of Northwood.
b.) Would like to have a Vegetable Market in Northwood, thinking Great Eastern would be a main location to have it and to include Anderson’s.
c.) Would like to have a line item for Economic Development for budget. To take potential clients to lunch or dinner to get more business in Northwood and also would someone from City Council to attend with him periodically.
3.) Mr. Anderson, spoke about a potential business moving into Northwood, would create a few more jobs and the business is “ Von Ardenne” he spoke to Stacy Tate on this and will be contacting her again.
4.) Woodville Mall- Power got cut off on October 11, 2012. Which shut the power off to the pond and there are two other business and residents that this will effect. It was the City’s understanding that the pond would stay on so we will have to take appropriate measures to get the pond back on.

Paul Gercak is retiring, will have recommendation for new Ball Commissioner at next meeting. December 1, 2012 will be last day.
Jim Barton would like some kind of recognition for Mr. Gercak years in the City of Northwood as Ball Commissioner.
Gallaher asked what the time frame for fill the position.
Edwards responded by the first of the year.

City Administrator Report:
|
1.) The electric power to the pond behind Woodville Mall has been cut by Toledo Edison due to lack of payment on October 11, 2012. It was the City understanding that when they cut the power to the mall they would leave the power to the pond on, this will cause problems for the two remaining mall tenants and the residents surrounding that area. We will need to evaluate our options and take appropriate action to get the pond back on.
2.) The City’s annual “tree lighting” ceremony will be held Monday December 3, 2012 @7:00 pm.
3.) Paul Gercak, Baseball Commissioner will be formerly retiring at the beginning of December 2012.
4.) I will be meeting with Greg Williams for next week to discuss the Lark School property.
5.) There are two interesting Toledo Metropolitan Area Council of Government (TMACOG) meeting set for the week of October 15, 2012. The first meeting is titled “Regional Collaboration and shared Services” and is to be held on 10/17/12 from 2:30 to 4:00 p.m. at the TMACOG building. The second, also to be held at the TMACOG building is the “stormwater coalition” meeting scheduled for Thursday 10/18/12 at 1:30 p.m.
