The regular meeting of the Northwood City Council was called to order by Attorney Brian Ballenger, on October 25, 2012 at 7:30 p.m. in the Council Chambers of the Northwood Municipal Building.
The Pledge of Allegiance was then given.

Motion to Amend the minutes for October 11, 2012 to amend the “roll call” heading to reflect the positive attendance of councilman Kozina at the meeting.

Proclamation Award for Erica Dunbar :
Ed Schimmel read the Proclamation award to Erica Dunbar and then Fire Chief Joel Whitmore then presented her with a gift basket for taking action to get help to stop a house fire on Gardner Rd. Northwood, Ohio.

Discussed the 2013 Proposed Budget. Next Finance meeting set for November 15, 2012 at 7:00 P.M.

Recreation Board:
|
No Report – Connie reminded everyone about ball registration coming up in November. Told everyone on Council that they have a copy of Ball Commissioner’s job description and would like everyone to look it over. Bob Anderson recommended that they consider contracting with a qualified person rather than hiring a new city employee for this position.
Rec Board meeting will be November 12, 2012 @ 7:00 P.M.

2013 Police Vehicle Replacement: Lowest and best bid out to bid for 3 vehicles: Recommendation 3-0
Grass Parking: Chief Cairl will be getting with Attorney Ballanger to work on changes to Original Ordinance from 2003.
False Alarm Fees: Chief Cairl will work with Attorney Ballanger on this as no late payment fee currently listed.
CAD Record: Fire Department cost ($14,900) will be waived due to Northwood Police Department relationship with vendor.
Defibrillators: 6 for patrol cars; 2 for building. Recommendation is for 6 totaling $17,953.20 from Red Flex Funds. 2 for building relocated from current patrol car use. Recommendation 3-0
Fire Department Personal Protective Equipment:
$15,200.00 to Finley Fire Equipment Recommendation 3-0
Discussion on future retirements within the police department.

Court Fines, Forfeitures & Cost for September 2012
Fines, $2,556.40: Forfeitures $3,042.00: Cost$3,812.00: Total $9,410.00

City Administrator Report:
|
HVAC Maintenance/service Contract: Plan on advertising the week of October 29, 2012 requesting bids for the HVAC maintenance/service contract for all city owned buildings for a 2 year period beginning January 1, 2013.
Ohio Bureau of Worker’s Compensation: The City has been enrolled in the Ohio Association of Public Treasure’s 2013 Group Retrospective Rating Plan through CareWorks Consultants, Inc.
CareWorks Consultants, Inc. provided the best overall BWC program to the City of the firms interviewed.
Eastwood Recycle Group: Follow up on this from last Council meeting presentation: I will be meeting with Derrick Chenault and Jerry Greiner of the North Western Water and Sewer District on October 31, 2012.

Someone filed another suit against the City for Red Flex, just wanted to bring it to Council’s attention.

City Engineer:
|
1. Florence & Sharon Rd project is almost done, should be complete by the end of week.
2. Resurfacing of various city roads. Public Service Director Meier altered schedule and will not be doing Tracy Rd in 2012 but will be finishing more of Curtice Rd. Will be completed as weather allows.

Council Member Hughes reminded everyone of Committee of Whole and City Council Meeting for November.
