Pledge of Allegiance:

The regular meeting of the Northwood City Council was called to order by Mayor Mark Stoner, on December 13, 2012 at 7:30 p.m. in the Council Chambers of the Northwood Municipal Building.

 

The Pledge of Allegiance was then given.

 

Roll Call:

The roll was called by the Clerk of Council Julie Jagodzinski and those in attendance were as follows:

Finance:

City Administrator went over all the facts and figures of the 2013 City Health Insurance. 

 

Finance Director Ken Yant, spoke on the savings and cost of each plan.

 

Recommendation to Enroll in the Medical Mutual Employee Health Care Plans as presented through the King Agency Insurance Group for the year 2013.

 

Recreation  Board:

Meeting was December 10, 2012

 

Council Member Hughes spoke about the Job Description for Ball Commissioner and said that they have made this job a Contract Position and recommends that it is adopted ASAP due to events will be starting at the high school and winter meeting start and the city needs a representative to attend these events.

 

Recommendation to approve Recreation Commissioner Job Description:  Motion by Councilmember Hughes, Second by Meyers: Motion Passed:

 

There also was a motion at the Recreation Board Meeting to move the kids of the waiting list and put them on teams so everyone plays.

 

Jeff Knisley resigned, so we need to get him replaced and City Administrator will talk to the Mr. Clark about it, since it is a school board appointment.

 

Next Recreation Board Meeting is January 14, 2013 @ 7:00 P.M.

Northwood Planning Commission:

 

1.     I recommend the reappointment of Edwin Burns to serve on the Northwood Planning Commission for a 4 year term effective January 1, 2013 with his term expiring on December 31, 2016

 

2.  I recommend the appointment of Matt Tewers to serve on the Northwood Planning Commission for a 4 year term effective January 1, 2013 with his term expiring on December 31, 2016.

 

3.  I recommend the appointment of George Kamilaris to serve on the Northwood Planning Commission for a 4 year term effective January 1, 2013 with his term expiring on December 31, 2016.

Northwood Board of Zoning Appeals:

 

1.  I recommend the appointment of Jim Intagliata to serve on the Northwood Board of Zoning Appeals for a 5 year term effective January 1, 2013 with his term expiring on December 31, 2017.

 

2.  I recommend the reappointment of Tim Schmidlin to serve on the Northwood Board of Zoning Appeals for a 5 year term effective January 1, 2013 with his term expiring on December 31, 2017.

Firefighters’ Dependents’Board:

2.  I recommend the reappointment of Councilman Edward Schimmel to serve on the Volunteer Firefighters Dependants Board for a 1 year term effective January 1, 2013 and expiring December 31, 2012.

 

3.    I recommend the reappointment of Dale Miekis, Fire Dist. No. 1 to serve on the Volunteer Firefighters Dependants Board for a 1 year term effective January 1, 2013 and expiring December 31, 2012.

 

4.    I recommend the reappointment of Al Smith, Fire Dist No. 1 to serve on the Volunteer Firefighters Dependants Board for a 1 year term effective January 1, 2013 and expiring December 31, 2012.

CRA Housing Council:

 

1.  I recommend the reappointment of Councilman James Barton to serve on the CRA Housing Council for a 3 year term effective January 1, 2013 and expiring December 31, 2016.

 

2.  I recommend the reappointment of Councilwomen Connie Hughes to serve on the CRA Housing Council for a 3 year term effective January 1, 2013 and expiring December 31, 2016.

 

3.  I recommend the reappointment of Deb Hornstein to serve on the CRA Housing Council for a 3 year term effective January 1, 2013 and expiring December 31, 2016.

 

Motion to approve appointments for CRA Housing Council:

               

Employee Recommendation:

 

Chief Cairl has recommended the appointment of William L. Hartford III, 171 ½ West Andrus Road Northwood, Ohio as a Part – Time Dispatcher for Northwood Police Department.  The effective date will be December 17, 2012.

 Motion to approve recommendation for the Part-Time Dispatcher: Motion by Council Member Edwards, Second by Barton: Motion Passed.

 

Mayor Stoner had the honor of taking a tour of Johnson Controls, let Council know how good the building looks and that they have started bringing employee’s back to work so far about 25 are back working.

 

City Administrator Report:

City Administrator Anderson:  Spoke briefly on the Finance Health Insurance and that they have recommended King Agency to be the City of Northwood Health Care Provider.

Called for an executive session to discuss the hiring and discipline of a city employee

 

City Engineer:

Gave a brief update on the projects that are being finished up in the City of Northwood.

Councilman Edwards would like to schedule a Town Hall Meeting for January.
