Sidewalk Repair

Per section 1022.02 of the Northwood Codified Ordinance " Every owner of any lot or parcel of land situated within the corporate limits of the City shall construct, keep, repair and maintain, along all public street, avenues, boulevards or lanes adjoining thereto, sidewalks as recommended by standard engineering practices as approved by the City Engineer." SIDEWALK POLICY PIC

Every homeowner that has sections of their sidewalk marked with a white “x” must notify the city on how they are going to handle the proposed repair. Please submit notifications as soon as possible to give the Sidewalk Commission time to review each case before the hearing. The Sidewalk Commission is scheduled to meet on May 26th, 2020 at 6:30pm in the Council Chambers to discuss Appeals and Deferment requests.

3 WAYS TO NOTIFY THE CITY: ZONING PERMIT, APPEAL (if you do not agree with the proposed repair) or DEFERMENT APPLICATION (if you are experiencing a financial hardship and wish to have the assessment deferred for one year).

HOW TO SUBMIT A ZONING PERMIT
Permits are needed for anyone who plans to repair the sidewalk themselves, hire a contractor OR have the city do the repair. A no cost Sidewalk Zoning Permit was included with the letter and should be filled out accordingly. The top half of the permit is for the homeowner information and the bottom part is for the contractor’s information. If you want the CITY to complete the repair, list CITY OF NORTHWOOD in the spot for the contractor information. Zoning permits can be mailed to the city (6000 Wales Rd.  *Please note if you hire a contractor and they are unable to complete the repair within the original 30 day window, please submit the permit with estimated start date and call the city when the confirmed start date is determined. There will be no penalty for a contractors delayed start date.

HOW TO SUBMIT AN APPEAL
Complete the form with a detailed description of your reasoning and pictures (if possible). Appeals can be emailed to
epopovitch@ci.northwood.oh.us, mailed to the city (6000 Wales Rd. Northwood, OH 43619) or dropped off in the dropbox outside of the administration building (6000 Wales Rd. Northwood, OH 43619). The city clerk will call to confirm details of the appeal once the application is received.

HOW TO SUBMIT A DEFERMENT APPLICATION
Copmplete the form online or  by printing off a copy from  Deferment Applications can be emailed to
epopovitch@ci.northwood.oh.us, mailed to the city (6000 Wales Rd. Northwood, OH 43619) or dropped off in the dropbox outside of the administration building (6000 Wales Rd. Northwood, OH 43619). The city clerk will call to confirm details of the deferment request once the application is received.

Homeowners who are approved for the one year deferment of assessment will have the repairs completed by the city. The assessment will be placed against the property for the repair completed by the City and will be charged on the real estate tax bill in January, 2022 instead of January, 2021. The repayment of the repair will be extended over 5 years with 0% interest.

THE 2019 SIDEWALK REPAIR ASSESSMENTS WILL FOLLOW THE SAME STIPULATIONS OF A 5 YEAR REPAYMENT WITH 0% INTEREST.

SIDEWALK COMMISSION HEARING INFORMATION
The hearing is scheduled for May 26th, 2020 at 6:30pm in the Council Chambers at the administration building (6000 Wales Rd). The meeting will have limited access to the public, with admission of the appellant and a witness during their hearing. This must be done to comply with the regulations limiting 10 people at a time into the meeting.

The deadline for sidewalk repairs to be completed by the homeowner or hired contractor has been extended until the end of June to give those who are appealing the repairs additional time to make a decision if their appeal is denied. The city’s hired contractor will begin work after the new deadline.
