The regular meeting of the Northwood City Council was called to order by Mayor Mark Stoner, on January 24, 2013 at 7:30 p.m. in the Council Chambers of the Northwood Municipal Building.
The Pledge of Allegiance was then given.

City Administrator just referenced a letter from Ohio Division of Liquor Control for Matthew De Dewood: He wants to reopen bar and just making sure there are no objections to this. City Council and Mayor had no objections.

Economic Development:
|
Had meeting on January 23, 2013 at 7:00 PM.
1. Development between Applebee’s & 280 on Curtice Road: to get more businesses in Great Eastern and to update the website to show potential commercial properties:
2. City Administrator was approved to go to 2013 Ohio Economic development Basic Course: not to exceed $1000.00: Dean Edwards recommended that Planning and Zoning Coordinator Kimberly Vaculik also attend the conference.
3. Motion to approve travel for Economic Training for City Administrator Bob Anderson and City Zoning Coordinator Kimberly Vaculik, not to exceed $2,500.00:

3. Green Building on Woodville Mall will go to ARC committee for review.
4. Woodville Mall law suit was were filled with the court.
5. Council Member Gallaher would like for Economic Development to be more proactive in bring business into the City of Northwood and would like to make this a topic of further discussion in up coming meetings.

Meeting was January 14, 2013 at 7:00 PM
1. Discussion on Todd Dwyer being the Ball Commissioner and also to keep Paul on Payroll this year to help train Mr. Dwyer – Recommendation made to place this matter on hold: Pending review by City Attorney agreed to by Council and Mayor.
2. Motion was made to take kid off waiting list and let them play in the up coming session.
3. Recreation Board Meeting has been moved to 2nd Tuesday of the month
4. Next meeting scheduled for February 12 at 7:00 PM.

Meeting set for January 24, 2013 at 6:30 P.M.
FIRE DEPARTMENT:
1. Grants: The fire department has received tentative notification that we have received our Assistance to Firefighter (AFG) grant. We should receive official notification in the next week or two. This grant was a Regional Application with Lake Township and Allen – Clay Fire District. Of the $133,960.30 we request, there is a 10% MATCH. Our match is $13,396.03 so we should receive $120,564.27
2. Requesting g authorization to purchase a new extrication cutting tool for the fire department for $6,800.00 : Motion was made by Kozina: Motion passed by Schimmel and Kozina
POLICE DEPARTMENT;
1. Discussion was held on bids for new police cars. Lowest bidder for the marked cars was from Greve Chyrsler of Van Wert, Ohio. Chief Cairl requested the purchase of unmarked car @ state minimum price from yark.
Motion was made by Kozina: Motion passed by Schimmel and Kozina.
2. Funding for Police Officer in Northwood Schools. – No discussion
3. Photo Enforcement: all discussion will be sent to the Committee of the Whole on February 7, 2013.
4. Speed Limit on Drouillard Road from Wales to Walbridge. Request to increase the speed limit to 35 mph: Motion was made by Kozina: Motion passed by Schimmel and Kozina

2. Recommendation from Fire Chief Joel Whitmore for the hiring of the following four individuals as Recruit firefighters effective Monday, January 28th pending successful passage of a medical physical and physical ability test.
· Edward Ausmus of 311 Royal, Northwood. Mr. Ausmus will be assigned to Station #2
· Dillon Sparks of 2449 Jamestown, Northwood. Mr. Sparks will be assigned to Station #1
· Jeremy Johnson of 2446 Potomac, Northwood. Mr. Johnson will be assigned to Station #1
· Orlando Cuevas of 2407 Jamestown, Northwood. Mr. Cuevas will be assigned to Station #1
Motion to approve all 4 individuals as Recruit Firefighters effective January 28, 2013.

City Administrator Report:
|
Regional Dispatch:
Representative from Northwood, Rossford, Walbridge, Lake Township and Poggemeyer Design Group met on January 17, 2013 to discuss the progress towards establishing a regional dispatch center. The participants have received an $87,840.00 grant for feasibility study to determine the potential cost savings from shared dispatching services. We are now ready to advertise for RFQ’s (request for quotes) for the project. Lake township is the lead entity in this grant
Woodville Mall Drainage Issue Update:
The drop power lines from Toledo Edison are almost complete. If necessary, the City should have the capability of pumping water from the detention/retention pond beginning Feb 1, 2013.
