Pledge of Allegiance:

The regular meeting of the Northwood City Council was called to order by Mayor Mark Stoner, on February 14, 2013 at 7:30 p.m. in the Council Chambers of the Northwood Municipal Building.

 

The Pledge of Allegiance was then given.

 

Roll Call:

The roll was called by the Clerk of Council Julie Jagodzinski and those in attendance were as follows:

Motion to approve the minutes from City Council Meeting held on January 24, 2013

Economic Development:

1. Residential CRA’S for Birchwood Hollow;

 

 

Dave Schmidt~ Birchwood Hollow Subdivision contains  lots he would like to  build 23 units taking advantage of the existing CRA.

Dave Gallaher ~ Asked if there were any zoning restrictions and questioned the appropriateness of a residential CRA usage in this case.  Also wants to make sure everything is legal so he can start building.

Dave Schmidt~ Has spoke with Matt Sutherland of the Ohio Department of Development who stated that CRA’S are transferrable in residential CRA cases. Mr. Schmidt also ntoed that a PUD “Plan Unit Development” is already in place.

 

Dave Schmidt also wanted to let the Economic Development Board know that the first homes will be “spec” homes that are not pre-sold pre-sold.

 

For the home buyers they are tax exempt for 15 years

2.  Waste Management ~ Use of leased property on Wales Road:

 

There were many questions and concerns brought up by the Committee members, 1.) Where water is going 2.) How much water per day will be dumped 3.) Can the pipes handle it 4.) Will the sewer system be over loaded.

Conclusion:

Bob Anderson wants to meet with Munn Services & Waste management to see exactly what they want to do and if necessary he will ask them to do a presentation at Committee of the Whole.

 

3.  Gardner Road Property:

 

Pam Whitestone is interested in purchasing the empty lot next to her home.

 

Bob Anderson will check with Attorney Ballenger to see how we go about selling it or if we need to put a ad out for bids on it.

Next meeting is February 28, 2013 @ 7:00 PM

 

Recreation  Board:

Made Jacob Falk ~ Secretary and Jeremy Beckman ~ Vice Chairman

 

Tryouts for 14year old boys ball team, there are 20 boys and they will keep 13 for the team.

 

No kids will be moved up this year

 

Gold Team ~ 17 boys tried out and 12 made the team

 

Next meeting is March 12, 2013 at 7:00 PM

Question from Council Member Hughes:

Council Member Hughes brought up concerns about the Greenway Estates Retention Pond and question why are we waiting another month.  Concerns on why we are waiting untill March to bring this issue up again.  Still questions where money is coming from and if the city can afford the project.

 

City Administrator Anderson: Responded that there is some money in the “storm water fund” that may be appropriately used in this case.

 

Council Member Edwards: Thought we voted on this already and that it was already in motion to get going.

 

Attorney Ballenger, Said they turned the bid down

 

Council Member Barton said that it ran out and they asked to keep it 30 more days and they said no.

Council Member Hughes, said bid was June 1, 2012.

2.  Auditors from James Zupka CPA’s will be at city the week of March 4 to begin the 2012         audit.

4.    Eastern Maumee Bay Chamber of Commerce is holding the “Prism Award Banquet” on March 6, 2013 at Sunrise Park and Banquet Center.  Cocktails @ 6:00 P.M. Dinner @ 7:00 P.M. cost is $50.00 per person.  If you are interested in attending please contact Julie to make reservations.

 

5.    Recommendation from Fire Chief Joel Whitmore:

Recommend the appointment of Edward LeMay of 314 Venice, Northwood, Ohio as a probationary firefighter effective February 19, 2013.

City Administrator Report:

Greenway Estates Subdivision, Drainage Improvements:

Would like to set a date for a Service Committee meeting to discuss the issue of drainage in Greenway Estates Subdivision, also would like to Dave Kuhn, City Engineer and Craig Meier, Public Service Director to attend.

Service Meeting set for March 14, 2013 @ 6:00 PM.

 

Ordinance Regarding Disposal of City Owned Real Estate on Gardner Road:

We will present an Ordinance at the next City Council Meeting on February 28, 2013.

 

Records Commission Training:

February 20, 2013 the entire staff will be in records training from 9:00 am till 4:00 pm.

 

Ohio House Bill #601:

House Bill #601 has recently been introduced in the Ohio legislature and deals with municipal income tax.   City Administrator believes this should be further discusses in a finance committee meeting.
