Pledge of Allegiance:

The regular meeting of the Northwood City Council was called to order by Mayor Mark Stoner on February 28, 2013 at 7:30 p.m. in the Council Chambers of the Northwood Municipal Building.

 

The Pledge of Allegiance was then given.

 

Roll Call:

The roll was called by the Clerk of Council Julie Jagodzinski and those in attendance were as follows:

Council Members: Schimmel, Kozina, Meyers, Hughes, Edwards,: City Administrator Anderson,  City Engineer Dave Kuhn,  City Council Clerk Jagodzinski

 

Motion to Excuse:

Motion to excuse Council Member:  Barton, Gallaher and City Attorney Ballenger

 

Motion by: Council Member Meyers, Second by Hughes:  Motion Passed.

 

Approval of Minutes:

Motion to approve the minutes from City Council Meeting held on February 14, 2013

 

Motion by: Council Member Kozina, Second by Edwards:  Motion Passed.

 

Presentation

Drew Griffith ~ Attorney & Northwood  City Magistrate:

Spoke briefly on his background, work ethics, and his practices while working as the Northwood City Magistrate.

He announced that he is running for Perrysburg Municipal Judge and believes he has the most experience out of the candidates. He also stressed that he is running for the position on his record and believes that he is the most qualified candidate. He noted that he has never run for a public position before and that this is all very new to him.

He presented a brief outline on what his concerns and challenges of this election will be.

Mayors Report:

Ryan Hartle has completed his Paramedic training. He is promoted to the rank of Firefighter/Paramedic.  His new rate of pay will be $15.86.

 

City Administrator Report:

Greenway Estates Subdivision, Drainage Improvements:  Meeting set for March 14, but has been cancelled until further notice. I’ve asked Dave Kuhn of Feller-Finch Engineers to prepare cost estimates for a detention pond serving just Greenway Estates and another estimate for enlarging this pond to serve Greenway & Turnberry Estates.

 

Ordinance Regarding Disposal of City Owner Real Estate on Gardner Road:

City Attorney noted that the proper way to sell this real property is at auction.   We have decided that this property isn’t worth the cost associated with auctioning it so we are going to retain it for the time being.   We will keep exploring our options.

 

Records Commission Training:

Twenty staff members attended an all day “Information Management” training on Feb 20th in order to comply with ORC Section 149.39 entitled Records Commission-Municipal Corporations.

 

Stormwater NPDES Annual Report:

Update, the annual reports are due by April 1, thanks to the efforts of Public Service Director Craig Meier & City Engineer Dave Kuhn the reports are completed and submitted in a timely fashion.

 

Wales Road/Oregon Road Traffic Signal System Analysis:

A traffic signal system analysis conducted by TEC Engineering, Inc. (retained by ODOT) for the Oregon/Wales Road corridor from Wales Road/I-755 SB Ramp to Oregon Road/1st Street, approximately 1.6 miles is now available.  A copy of the report is available through Administrator or Public Service Director.

 

Motion Request:

 

1.       Outdoor Warning Siren Maintenance Agreement:

 

To allow City Administrator to enter into an “annual preventative maintenance inspection agreement” with Federal Field Services, Inc. for an amount not to exceed $2,250.00. The purpose of this agreement is to test and maintain the five outside warning sirens.

 

Motion by Council Member Hughes, Second by Meyer: Motion Passed:

 

2.       Computer Hardware Maintenance Agreement:

 

To allow the City Finance Director, Ken Yant, to enter into an “annual computer hardware maintenance  agreement” with Creative MicroSystems, Inc. for an amount not to exceed $2.250.00 for the period of January 1, 2013 thru December 31, 2013.

 

Motion by Council Member Schimmel, Second by Kozina: Motion Passed.
