Pledge of Allegiance:

The regular meeting of the Northwood City Council was called to order by Mayor Mark Stoner on April 11, 2013 at 7:30 p.m. in the Council Chambers of the Northwood Municipal Building.

 

The Pledge of Allegiance was then given.

 

Roll Call:

The roll was called by the Clerk of Council Julie Jagodzinski and those in attendance were as follows:

Presentation

Recognition for Mr. Dale Miekis for over 50 years of service on the Northwood Fire Department:

Councilmember Hughes read a Proclamation for Mr. Miekis.

 

Mr. Miekis, gave a sort speech to say what a pleasure and honor it has been to serve under Northwood Administration and Fire Department and mentoring all his co-workers.

Communications:

Mayor Stoner announced that the City will be having an Employee softball game on May 19, 2013 at 2:00 P.M. at Central Park and to see the flier details.

Economic Development:

Councilman Gallaher gave an update.

 

  1. Administrator and City Engineer are work with ODOT to try to get on TMACOG transportation committee agenda to explore possibilities for the Wales Road inter change an Wales Road Corridor.
  2. Looking into changes on the existing CRA’s for the east and west sides of town primarily to incumbent commercial business we would like to add property in the middle into it.
  3. Woodville Mall what is happening to it and how to move forward with it in the future.
  4. Retail market analysis maybe to make a brochure for the City for the future.
  5. There was a motion by Economic Development Committee to let the City Administrator look into a new redesign or creation of a website that will strongly support economic development within the City.
  6. Paul Munn- lease for property on Droulliard Road.
 

Environmental/Solid Waste:

Finance:

  1. Employee Compensation ~ Fire Department Joel Whitmore Wage Increase.

Action: Being put on hold till all the non - union members are ready.

  1. School Resource Officer ~ very little discussion on this we are going to do some more research and bring it back to the next meeting.

Next meeting scheduled for May 9, 2013 at 6:30 PM.

 

Recreation Board:

  1. Recommending to make Mike Blazevich Umpire-in- chief for the 2013 ball season, this will be on the administrators report.
  2. Need to submit Nature Works Grant for fence at the new ball diamonds.
  3. There was a motion made and second at the meeting to approve buying 2 dump truck loads of (wet stone) blue stone.
  4. Registrations fee total for the 2013 ball season was $5990.00
  5. Diamonds 7 & 8 has a lot of pot holes and we need to have maintenance fill them in and flatten them with roller.
  6. Next meeting will be on May 14, 2013 at 7:00 PM.

Ordinance authorizing the Municipal Administrator to enter into a contract with the Ohio Department of Transportation for participation in cooperative purchasing program for the purchase of sodium chloride/rock salt, and declaring an emergency.

Ordinance 2013-7

Ordinance Authorizing the Mayor of the city of Northwood to enter an agreement with Redflex Traffic Systems, Inc. for automated photo speed and photo red light enforcement program, and declaring an emergency.

 

1st Reading done on April 11, 2013.

Recommendation for promotion to the position of Lieutenant with the Northwood Fire Department effective April 15, 2013 for Anthony Caligiuri to be assigned to Station #1 at pay rate of $16.86/point.

City Administrator Report:

ORDINANCE 2013-6 - OHIO DEPARTMENT OF TRANSPORTATION SALT BID:

                In order to be able to buy road salt for the 2013-14 season under the state contract the City must sign a participation agreement with ODOT. Staff is estimating our salt needs at 800 tons and this agreement allows us to purchase between 70% and 120% of that 800 ton figure at the state bid price which will be let in June of 2014.

                The cost of this year’s (2012-13) road salt was $41.00 per ton.

 

RECREATION – UMPIRE-IN-CHIEF:

                The City’s Recreation Committee has recommended that Michael Blazevich be confirmed as umpire-in-chief for the summer ball league with a contract amount of $1,350.00.

 

Motion for recommending Michael Blazevich umpire-in-chief for the2013 summer ball league with contract amount of $1,350.00.

DRAINAGE IMPROVEMENTS – GREENWAYWAY ESTATES:  

                As directed by Council, sealed proposals will be received at the City of Northwood until 12:00 Noon on April 17, 2113 for the Greenway Estates Detention Pond project. The bids will be opened and read immediately thereafter.

                The proposed work consists of constructing a 451,400CF Detention Pond, pump station, and miscellaneous site work on a parcel of land located at the east end of Dalling Road in Northwood.

                Bid details and a recommendation from staff will be presented at the April 25th, 2013 Council meeting.

2013 ROAD IMPROVEMENTS:

                Sealed proposals will also be received at the City of Northwood until 12:00 Noon on April 25, 2113 for the resurfacing improvements on parts of Wynn Road, Tracy Road and Wales Road. The bids will be opened and read immediately thereafter.

                The proposed work consists of pavement repairs, patching and resurfacing of approximately 3100 feet of pavement along Wynn Road between Curtice Road and the North Corporation Line; Tracy Road between the South Corporation Line and Arbor Drive and alternative bid work on Wales Road between Woodville Road and a point 1394 feet to the west.

                Bid details and a recommendation from staff will be presented at the April 25th, 2013 Council meeting.

 

 

ENGINEERING SERVICES:

                “Statements of Qualifications” to perform professional engineering services for potential City of Northwood projects through the year 2016 and “pricing rate sheets” will be received from qualified engineering firms until 4:00 p.m. on April 18, 2013.

                These “statements” will be examined by staff and a recommendation made to the appropriate council committee.

Kevin Thomas, Scout Troop Leader for St. Thomas Troop 57. Brought his troop in to see how Council runs a meeting and to let them meet the Mayor and Council. Troop 57 will earn a citizenship merit badge for attending.
