The regular meeting of the Northwood City Council was called to order by Mayor Mark Stoner on April 25, 2013 at 7:30 p.m. in the Council Chambers of the Northwood Municipal Building.


The Pledge of Allegiance was then given.

  1. Greenway Estates Detention Pond:

Total of 6 bids

Bid is awarded to Paschal Bihn & Sons Excavating, Inc. ( long as they follow the terms of specs) if not the bid will then be awarded to Vernon Nagel.

Council Member Hughes asked where the funding for the Detention Pond is coming from? Council Member Barton answered by stating funding will be out of the Storm Water Fund.


  1. 2013 Street Resurfacing Improvements:

Bid is awarded to Bowers Asphalt

Motion to accept Bowers Asphalt to do the 2013 Street Resurfacing Improvements:

  1. Engineer Statement of Qualifications:

Service Committee has asked City Administrator and Public Service Director to review all 10 packets that were received and to pick the top 3. Then they will be interviewed or ask to do a presentation.

Ordinance Authorizing the Mayor of the city of Northwood to enter an agreement with Redflex Traffic Systems, Inc. for automated photo speed and photo red light enforcement program, and declaring an emergency.

Ordinance 2013-8

Ordinance Authorizing the City Administrator to enter into a Concurrent Jurisdiction Agreement, Including the City of Northwood, The Townships of Lake and Perrysburg, The Village of Walbridge and Owens State Community College: and Declaring an Emergency.

Mayors Report:

Firefighter/EMT Keith A. Dempsey has resigned from the City of Northwood Fire Department.


City Administrator Report:


                Finance Director Ken Yant and I attended a seminar dealing with federal health care reform aka the “affordable Health Care Act”. We covered some of the basics of the plan and some highlights of recent developments affecting group plans.

                Since this legislation makes individual health care coverage mandatory and expands health care coverage to a far larger population, the cost of these mandates and expansion will be borne by the type of employer that already provides health care coverage to employees.

                It is estimated that in addition to the normal rise in medical costs, these mandates and this expansion will add double digit increases to the employers cost of proving coverage to its employees.


                The finance department has replaced a copier with a Xerox machine (budgeted in 2013) and would like approval to enter into a maintenance agreement for the new copier from Documents for Solutions at a rate of $20.00 per month plus $0.0089 for black and white copies and $0.039 for color copies for a period of 36 months from the date of agreement.

Motion to allow the City Finance Director to sign Documents for the necessary papers to enter into such maintenance agreement with the Solutions Company.

Motion made by Council Member Myers, Second by Hughes: Motion Passed.


                By way of reminder, “The Preliminary Project Schedule and Cost Proposal for Emergency Communications Shared Dispatching Center Study” and not-to-exceed cost proposal from RCC Consultants, Inc. was provided to Council at our 3/28/13 meeting. This study, dealing with the establishment of a single emergency services dispatching center and conducted jointly with Northwood, Lake Township, Rossford and Walbridge is scheduled to be completed by the beginning of September 2013.

                A kick-off meeting has been scheduled for the project on April 30, 2013 at 9:30 am at the Lake Township Hall. Following the meeting, RCC representatives will be conducting interviews with chief law enforcement officers, fire chiefs, administrations and selected elected officials from each of the four participants.

                The study is funded by a grant from the State of Ohio through the “Local Government Innovation Fund”

Planning & Zoning Department:

City Administrator ask Mayor and Council for permission to start looking for someone to come in temporarily to work while Kimberly Vaculik goes on maternity leave.

Council Member Schimmel asked if this will be permanent or just while Kimberly is off.   City Administrator made it clear it is just while she is on maternity leave.

Mayor and Council gave City Administrator permission to hire a temporary employee to cover Mrs. Vaculik position for 12 weeks.

Persons Appearing Before Mayor and Council:

Todd Kamenca, 803 Anderson, Northwood, Ohio 43619 ~ Wanted to bring to the attention of Mayor and Council the “Animal Control” issue in Northwood. Stated that he has an abundance of stray cats in his neighborhood and that Northwood has not animal control . The cats are on his property and neighbors are feeding them and they are breeding and he doesn’t want them on his property. Also he wanted to bring up that residents are walking their dogs and not picking up after them and that he believes the city should be doing something to get these issues under control.


Tracy Mauder of Anderson, Northwood, Ohio 43619 also brought up the issue of stray cats on her property and how they are destroying her yard and she wishes that the city also do something to take care of the stray animals.
