Pledge of Allegiance:

The regular meeting of the Northwood City Council was called to order by Mayor Mark Stoner on May 9, 2013 at 7:30 p.m. in the Council Chambers of the Northwood Municipal Building.

 

The Pledge of Allegiance was then given.

 

Roll Call:

The roll was called by the Clerk of Council Julie Jagodzinski and those in attendance were as follows:

  1. Meet with Paul Munn ~ In regards to leasing the property on Droulliard Road. Discussed use of the property, potential problems and how the project will work. We will be meeting with Mr. Munn again.
  2. OSU Extension Grant: The grant is available and is it time to apply.

  1. Chief Cairl has recommended the appointment of Nathan Eikost as a Full-Time patrolman for the Northwood Police Department. The effective date will be May 28, 2013.

Nathan Eikost spoke Thanked Chief Cairl and all of Council for hiring him and let them know he is very excited about starting his new career on the City of Northwood Police Department.

 

  1. Katie Miner has resigned as part-time dispatcher from the Northwood Police Department effective May 3, 2013.
 

City Administrator Report:

  1. 217 Farnsworth Drive Subordination Agreement:

To re-finance her home, the City has been asked by Vicky Puterbaugh, the owner of the property at 217 Farnsworth, Northwood, Ohio to subordinate its mortgage (through the CHIPS program) to JP Morgan Chase Bank, N.A. (or designee)

Motion to allow the City Administrator to sign the necessary papers to allow for the subordination of its lien on 217 Farnsworth, Northwood, Ohio to JP Morgan Chase Bank, N.A. (or designee).

  1. Ordinance 2013-9 Authorizing Increasing Estimated Resources and Supplimental Appropriations Accounts Regarding the Fire Department 800 Mhz Radio Grant?

Total awarded was $487,358.00 was awarded for the purchase of 800 mhz radios and other communication equipment, Northwood’s 10% match was $144,022.00. They have till June 1st to get a $450.00 discount on the radios so that is the reason I wanted to move on the emergency clause this evening.

  1. Minutes from the RCC Feasibility Study for Shared Dispatching Service from Committee of the Whole May 2, 2013 are attached in your packet.

 

  1. Service meeting has been set for May 23, 2013 at 6:30 P.M.
  1. CDBG Grant 2013: This is due no later than May 15, 2013. The applied for grant would be for $50,000 for storm sewer and street resurfacing work on Harding Avenue. There is no guaranty that the City would be awarded the grant and Council, upon any recommendation of the Service Committee, would still have the opportunity to turn it down if awarded.

  1. AppleBee’s Remodeling and Re-Opening: Will be May 23, 2013 at 11:30 AM they have invited the Mayor and any Council person who can be there to take part in the ribbon cutting ceremony.

 

  1. Wood County Economic Development Luncheon:

May 15, 2013 at Applebee’s on Old Curtice Road at 11:45 for all of Council and Mayor if you would like to attend.

Announced to Mayor and Council that Northwood School 3rd graders will be visiting the City Building on May 22, 2013 from 12:30 to 2:30 PM if they would like to join us for the tour.

New Business:

Council Member Gallaher would like to look into why the garbage dumpsters are being emptied at 4:00 AM. He mentioned that he will bring it up in the next Economic Development Meeting.

 

Council Member Hughes made a summer schedule Committee of the Whole at 7:30 PM and City Council following on July 2, 2013.

No Committee of the Whole in August and City Council will meet only one time on August 22, 2013 at 7:30 PM.
