The regular meeting of the Northwood City Council was called to order by Mayor Mark Stoner on July 23, 2013 at 7:30 p.m. in the Council Chambers of the Northwood Municipal Building.

 

The Pledge of Allegiance was then given.

The roll was called by the Clerk of Council Julie Jagodzinski and those in attendance were as follows:

Economic Development:

1.)     Introduced Jennifer Archambeau she will be working in the Zoning office temporarily while Kimberly Vaculik is on a leave.

2.)     Update on Woodville Mall ~ City Attorney Brian Ballenger announced that the hearing will be August 8, 2013 for that property.

3.)     CRA’s City Administrator Bob Anderson explained that he had a meeting with Glenn Grisdale . City of Northwood has 2 CRA’s and he would like to merge them and make it one. Also that he is looking into CRA’s for new residential area past the Woodville Mall.

4.)     Fed Ex plans to start their business by the middle of August.

5.)     Paul McDaniel attended the meeting to explain a business he would like to open up in the City of Northwood on the Woodville Mall site. The business would be an indoor water park; the name would be Auqa Dome.

1.)     Discussion on Greenway Detention Pond

Jim Barton motion for bids again.

Bob Anderson mentioned that we should build it and that we do have the funds in the storm water/sewer fund.

Motion to instruct City Administrator to move ahead with necessary preparations for the construction of a pond for Greenway Estates including engineering updates and advertising for bids.

Motion to pay for the cost of Greenway Estates Detention pond out of the City’s existing storm water management balance.

2.)     Discussion for City Engineer and it was motioned to keep Feller & Finch.

Mayors Report

 

Recommended Louis Fahrback of 4085 Williston Road, Northwood Ohio 43619 to be member on the Board of Zoning Appeals for a 5 year term August 2013 thru August 2018.

City Administrator Report:

ORDINANCE 2013-16, AMENDED: ORDINANCE PROVIDING FOR THE COMPENSATION OF NON-UNION EMPLOYEES:

                The amendments to the previously presented Ordinance 2013-16 consist of adding an inadvertently omitted “Deputy Clerk” position at a 2% increase (same as other employees) as shown under 1-C (OFFICE EMPLOYEES); and adding the “Fire Chief” as shown under 1-A (PART TIOME PERSONNEL).

                The current Fire Chief, Joel Whitmore, was hired August 29, 2012 at a salary of $26,000 per annum for at least a 25 hour work week. According to his personnel file, Chief Whitmore was told that pending a successful completion of his probationary period he would be promoted to permanent Chief status. And also his salary would be reviewed after 6 months. Because of the change in administration this salary review was not carried out.

                I am therefore recommending that the City increase the fire chief’s rate of pay as indicated on Ordinance 2013-16, Amended.

 

ORDINANCE 2013-17: ORDINANCE PROVIDING FOR THE COMPENSATION OF NON-UNION PERSONNEL (FIRE/EMS):

                This item has been referred to the finance committee for discussion and recommendation.

                Upon a presentation by Fire Chief Whitmore concerning compensation for members of the 24/7 Fire/EMS 807 Program to the City Finance Committee, I am recommending that this Ordinance 2013-17 be adopted as presented.

 

 

ORDINANCE 2013-18 and ORDINANCE 2013-19:

                There are 36 lots in the Northcrest II Subdivision and the City is currently collecting $22.22 per year from each lot owner for detention pond costs. The collection is approximately $800 per year.

                There are 136 lots in the Parc du Langlade Subdivision and the City is currently collecting $25.00 per year from each lot owner for detention pond costs. The collection is approximately $3,400.00 per year.
