The regular meeting of the Northwood City Council was called to order by Mayor Mark Stoner on August 22, 2013 at 7:30 p.m. in the Council Chambers of the Northwood Municipal Building.

 

The Pledge of Allegiance was then given.

The roll was called by the Clerk of Council Julie Jagodzinski and those in attendance were as follows:

Liquor License for Arturo’s Pizza, 2507 Oregon Road:

 

Motion approving the application of the owner of Arturo’s Pizza Kitchen to the Ohio department of Liquor Control to transfer a certain D1,2,3, liquor license form the City of Rossford to the City of Northwood.

Had meeting August 13, 2013

Discussion:

  1. Blue Stone on ball diamonds they will need to have more than 2 truck loads. City Administrator is going to talk to Carroll about ordering more.
  2. Todd does not have a final count on players should have it at next meeting.
  3. Umpire fees are owed to 2 coaches there was motion passed to pay them and Rec Board will have to fees set for 2014.
  4. Steps by pond in Natures Trail need to be fixed, City Administrator also said he would take care of this he will talk to Carroll and Craig about it.
  5. Next meeting at September 11, 2013 at 7:00 PM.
 

Safety:

FEMA GRANT – FIRE ENGINE:

                In June of this year, our Fire Department was authorized to apply for a grant for a new $500,000 fire engine. The amount of the grant was to be $500,000 with a 5% ($25,000) City match. Our grant writer has informed us that with 5% match the city has little to no chance of being considered for the grant. He instead suggests that the City up the match amount to 30% ($150,000).

                In light of the fact that if the grant is awarded to us in the amount of $350,000, the City still has the ability to timely examine its finances and reject the award if necessary. I therefore recommended a motion modifying the match amount from 5% to 30% for application purposes.

RED-FLEX FUNDS:

                In order to comply with city records retention regulations, it will be necessary to contract with the company that previously operated a red-light camera operation in the City. With this in mind I would like permission to take the money out of the photo enforcement fund (401).

City Administrators Report

NEW LEGISLATION: ORDINANCES 2013-20; 2013-21 and 2013-22:

                Ordinances 2013-20; 2013-21 and 2013-22 deal with annual assessments and their collection by the Wood County Auditor. Since I have been recently informed that these are due to the County by the 9th of September, 2013, I recommend that the council adopts these three ordinances this evening.

               

TRANSFER OF LICENSE: OHIO DEPARTMENT OF LIQUOR CONTROL:

                We have a Legislative Authority Notice from the Department of Liquor Control asking if the City requests a hearing on the transfer of an existing D1, 2, 3 and 6 liquor license from R & M One, Inc. to Sandhu Brothers, Inc. at 4101

Woodville Road in Northwood. The property in question being the current Marathon Gas Station.

                Since this is just a transfer and the City has no reason to believe that we would be successful in any objections that we may have, I recommend that we do not request a hearing.

                I therefore recommend a motion directing the City Clerk to check the “not requesting a hearing” box on the Notice to Legislative Authority form and return it to the Ohio Department of Liquor Control.

GREENWAY ESTATES SUBDIVISION, DRAINAGE IMPROVEMENTS:

                Sealed proposals for the construction of the detention pond for Greenway Estates will be received at the City of Northwood, 6000 Wales Rd, Northwood, Ohio, 43619 until 11:00 AM Local Time September 17, 2013 at which time they will be opened and read.

                The project consists of constructing a 451,400 CF Detention Pond, pump station, and miscellaneous site work on a parcel of land located at the east end of Dalling Road.

                Substantial completion of the project is slated for March 1, 2014 with final completion including landscaping to be done by May 1, 2014.

 

WOODVILLE MALL:

                As you are aware, Wood County Common Pleas Court Judge Kelsey signed a Judgment Entry and Order of Abatement concerning the Woodville Mall on August 8, 2013. In the event that the present owner fails to follow the Common Pleas Court’s Judgment Entry and Order of Abatement, I have asked Dave Kuhn of Feller and Fitch to begin preparing costs estimates for the various phases of the JE issued by the court.

                A copy of that JE was placed in your mailbox.

 

FEDERAL EXPRESS:

                The final zoning walk through of the new Federal Express complex was completed on August 1, 201. Except for a few minor items as noted on a letter sent to Fed Ex representatives, the complex is ready to be occupied during the week of August 19, 2013.

                According to Fed Ex officials, a ribbon cutting and grand opening will be held in the near future with city officials on the invitation list.

 

OHIO MUNICIPAL LEAGUE:

                The Ohio Municipal League’s annual conference will be held in Columbus on the 26th and 27th of September, 2013. If anyone is interested in attending this Thursday and Friday conference at the Sheraton on Capital Square in Columbus, please let the City Clerk know as soon as possible.

Will be meeting with Redflex to see if they can wave the fee for the data information on Northwood camera system.

New Business:

Council agreed to cancel Committee of the Whole for September 5, 2013.

 

Dean Edwards brought up the concerns to put street lights in on East Point Drive.

 

Dave Gallaher would like finance committee to meet to discuss putting funds away for the Woodville Mall.

 

Mike Meyers set Finance meeting for September 12, 2013 at 7:00 PM.

 

Randy Kozina brought up the collection bins again and would like to have them taken out of Northwood. City Administrator mentioned that he is working on this issue.

 

Mike Meyers had discussion for the Miracle League using the Community Room for meetings.

Motion to approve Miracle League to use the Josie Reinhart room free of charge for their monthly meeting.
