The regular meeting of the Northwood City Council was called to order by Mayor Mark Stoner on September 12, 2013 at 7:30 p.m. in the Council Chambers of the Northwood Municipal Building.

 

The Pledge of Allegiance was then given.

The roll was called by the Clerk of Council Julie Jagodzinski and those in attendance were as follows:

Finance:

  1. 2014 Budget ~ Passed out time frame ~ estimated year to date tax expenses are normal. It was brought up that sidewalk repair needs to be put in the budget for the city.
  2. Woodville Mall ~ needs to be put in budget in case city would end up having to tear it down using city funds fee project and get bonds for other projects.
  3. Will have a meeting on September 26, 2013 at 7:15 P.M.

 

 

Recreation Board:

  1. 2014 Rec Board Budget:

Paul Gercak will get with Finance and the City Administrator to complete the budget.

  1. Wrap up & Payment of Invoices due ~ Bob Anderson reported that most if not all of the outstanding invoices have been addressed, including umpire fees.

 

  1. Nature Trails Park ~ Discussion to approach school about doing joint recreational education venture with their property on Bradner.
  1. Field maintenance items ~ Todd Dwyer will get with Carroll Diekman and coordinate items that need to be done.
  1. Next meeting Oct 8, 2013 at 7:00 P.M.

Service:

  1. Woodville Mall Pond ~ 2 pumps in the bond 1 broke cost to replace $10,000. Was recommended just to use a backup pump for the time being.
  2. Road Projects ~ Craig Meier would like to switch the road projects around for the year 2013 due to the Wales Road project that is currently being done. He would like to work on Dilrose Road.

Motion to allow Street Supervisor to reallocate road funds from 2013 budget from Wales Road to Woodville ~ to new pavement on Dillrose Drive.

  1. Informational ~ Ditch Cleaning on Curtis Road is still going on. They are looking for somewhere to put the dirt have going to cost approximately $47,000 for 2 trucks to haul the dirt away.

Scott P. Baker has resigned from the Northwood Police Department effective September 7, 2013. He has accepted a position with the Oregon Police Department.

 

Firefighter/EMT Russell Gronbach has retired from the Northwood Fire Department effective September 1, 2013.

 

Fire Station #2 6000 Wales Road, will be hosting an open house on October 6th from noon until 5:00 P.M.

 

City Administrators Report

WINTER MEETING DATES:

 

Council President Hughes has asked City Administrator to submit the winter City Council Calendar for approval changes are in the month of November and December.

 

Motion to approve changes for the calendar for the months of November and December 2013.

USED CLOTHING/SHOE RECYCLING CONTAINERS:

                A number of for profit collection/recycling bins have been popping up along the Woodville Road corridor within the last few months. I suspect that some of them are there with the permission of the property owner while others have been placed without permission.

                I believe that this accessory use of the property without the proper city permits is in violation of our Central Business District zoning Chapter 1275.

                Staff is compiling a list of properties and owners names for these non-conforming properties.

 

WALES ROAD UPDATE:

                The latest projected date for the opening of Wales Road from Woodville Road to East Broadway is early November 2013. Droulliard south from (new) Wales Road into Walbridge will also be open. Other portions of the road will be completed in the spring of 2014.

                The paving subcontractor on the project will be paving Wales Road beginning early next week. Completion is scheduled for this portion by Thursday, September 19, 2013.

 

2014 BUDGET TIMETABLE:

                In order to have three readings before the adoption of the 2014 City Budget, the timetable attached has been proposed and recommended to the Finance Committee.

 

REGIONAL DISPATCH:

                The next meeting to discuss the feasibility of joining Rossford City, Walbridge, Millbury and Like Township in a regional dispatching venture will be held Friday morning September 13, 2013 at 9 am at the old highway patrol post on Lemoyne Road. The police chief, fire chief and I will be attending.

                The main issues remain: location; cost; and the creation of a local council of governments to oversee operations.

GREENWAY ESTATES SUBDIVISION, DRAINAGE IMPROVEMENTS:

                By way of reminder, sealed proposals for the construction of the detention pond for Greenway Estates will be received at the City of Northwood, 6000 Wales Rd, Northwood, Ohio, 43619 until 11:00 AM Local Time September 17, 2013 at which time they will be opened and read.

                The project consists of constructing a 451,400 CF Detention Pond, pump station, and miscellaneous site work on a parcel of land located at the east end of Dalling Road.

                Substantial completion of the project is slated for March 1, 2014 with final completion including landscaping to be done by May 1, 2014.

                Since bids will be opened prior to our September 26th Council Meeting and a recommendation will be made to the Service Committee prior to our regular council meeting.           

 

                Therefore, I recommend setting a Service Committee meeting for September 26th, 2013 at 7:15 pm.

Council Member Schimmel asked to have a Economic Development meeting set up to discuss vacant properties on Woodville Road.

Persons Appearing Before Mayor and Council:

Diane Biletchi~ 737 Anderson St., Northwood, Ohio: Appeared in front of City Council to bring up the city changing. She believes that she does not get the help from the city to she needs to have the yards kept clean and abandoned cars moved off properties also she wants to know why we do not have animal control in the city she has many rodents around here neighborhood. She is upset that she has come to the Zoning and to the Police Department and nothing is happening to fix her issues.

 

Carol Davis ~ 1944 Beachcraft Dr. Northwood, Ohio: Appeared in front of City Council to bring up issues of her neighbor he will not cut his tree and she has complained to zoning and nothing is being done to help her. She feels she should not have to pay to trim his trees. The same neighbor works on his cars and builds large pit fires in his yard and the odor goes in her house and her husband has a hard time breathing causing problems for him. All she wants is for Zoning Department to go out and have something done with this house.

 

Conclusion on both cases: Mayor Stoner has asked both ladies to stay after council meeting and he will address these issues with them and City Administrator Anderson.
