Pledge of Allegiance:

The regular meeting of the Northwood City Council was called to order by Mayor Mark Stoner on September 26, 2013 at 7:30 p.m. in the Council Chambers of the Northwood Municipal Building.


The Pledge of Allegiance was then given.


Roll Call:

The roll was called by the Clerk of Council Julie Jagodzinski and those in attendance were as follows:


Council Members: Hughes, Kozina, Meyers, Schimmel, Barton, Edward: City Attorney Brian Ballenger, City Engineer Dave Kuhn, City Administrator Anderson, City Council Clerk Jagodzinski

  1. Ron King attended the meeting to inform us on the health insurance increase of 13.5% and if we do not sign by Oct 1, 2013 that the increase will be around 30% to 40%.

Motion to allow the City Administrator to sign all papers necessary to apply for an early renewal of the City’s current “Employee Health Care Policy” (offering the same benefits at 13.5 rate increase.

Motion by Council Member Edwards, Second by Hughes: Motion Passed.

Recreation Board:


Meeting will be October 8, 2013 at 7:00 PM



MUO for regional AFG Grant will eliminate LCSO user fee also improve communications.


Motion that City Council authorize and direct the City Fire Chief to sign the “2013 AFG Program Memorandum of Understanding for the said “Regional Interoperable Communications Grant”.


Motion by Council Member Kozina, Second by Edwards: Motion Passed.


User fees 800 MHZ Radio System ~ currently $180.00 per radio fire department has 60 radios cost $10,800 to LCSO.


Motion that user fees to Lucas County in the amount of $10,800 be appropriated in the 2014 fire department budget for this expense out of existing Red-flex funds.


Motion by Council Member Kozina, Second by Edwards: Motion Passed.



Greenway Detention Pond bid accepted.


Motion to award the Greenway Detention Pond Bid to Paschal Bihn and Sons of Oregon, Ohio in the amount of $273,791.50 and that the City Administrator be directed to sign all of the necessary paperwork to affect this award.


Motion by Council Member Barton, Second by Hughes: Motion Passed


Also there was a motion made for payment in Service Meeting for the Greenway Detention Pond.


Motion to pay the entire cost of the project be paid out of the City’s Stormwater Management Account.


Motion by Council Member Hughes, Second by Barton. Motion Passed.

Resolution Accepting the Amounts and Rates as Determined by the Budget Commission and Authorizing the Necessary Tax Levies and Certifying them to the County Auditor


Motion to suspend the rules and move as an emergency measure: Motion by Council Member Hughes, Second by Edwards: Motion Passed.


Mayors Report

  1. Halloween will be on the Thursday October 31, 2013 hours for Trick or Treating will be 6:00 PM thru 7:30 P.M.
  2. Fall brush pick up will begin the October 28, 2013.
  3. Chief Cairl has recommended the appointment of Mr. William L Hartford III as full-time dispatcher for Northwood Police Department with the effective date September 30, 2013. Contingent to his passing the required physical and drug screening.           

City Administrators Report


                The latest projected date for the opening of Wales Road from Woodville Road to East Broadway remains early November, 2013.

                Drouillard south from the new portion of Wales Road into Walbridge will also be open at this time.

                The top/finish layer for Wales along with other access road openings will be completed in the spring of 2014.

                Residences and businesses north of the Conrail tracks can now only access their properties from the new portion of Wales Road.



                The new Fed Ex facility on Arbor Drive is sponsoring an “open house” for select customers and local officials on Wednesday, October 2, 2013 from 11:30 am to 1:30 pm.

                Manager Phil Harper has specifically requested that I extend their invitation to the Mayor and all City Council Members to attend this event.

                Lunch and refreshments along with tours will be provided.

City Engineer:

Will be meeting with contractor to discuss the work of the Greenway Estates Detention Pond in middle of October.

Bid opening will be on Oct 7, 2013 at 11:00 AM for the Dillrose Rd. paving project.
