The regular meeting of the Northwood City Council was called to order by Mayor Mark Stoner, on January 23, 2014 at 7:30 p.m. in the Council Chambers of the Northwood Municipal Building.

 

The Pledge of Allegiance was then given.

  2. Wales at East Broadway lane widening. (OPWC) Project will go out for bid in 2014 has a 50/50 grant.
  3. Wales (Orem to Woodville) project repaved est. of $70,000
  4. Pickup truck for Streets Dept. ¾ ton ~ allowed State price of $23,350.
  5. Radar signs on Woodville Rd. ~ allowed purchasing not to exceed $4,500.00 out of Redflex Fund.

City Administrators Report

WALES ROAD UPDATE:

                Toledo Edison has supplied the city with estimates and layouts for street lighting at the intersection of Wales and Drouillard. After discussion with the City Service Committee I have contacted Toledo Edison and ordered the new lights and asked that they be given a priority.

                We are awaiting cost estimates and layout sketches from Toledo Edison for street lighting at Access Road “C” and Wales Road

                We have also requested that the existing street lighting at the two intersections of “old” Wales Road and the railroad tracks be shut off and possibly removed.

 

 

RECORD COLD and SNOW:

                The record low temperatures and record amount of snow in January is taking a toll on our staff, equipment and especially our salt supply. It is not just a matter of cost; it’s now becoming a matter of supply. With that in mind I’ve instructed our street department to be judicious in their use of salt and to pray for better weather.

                I also recommend approval of a proposed expenditure in excess of $10,000 for the purchase of 300 tons of rock salt at $35 a ton in the amount of $10,500 from Paschel Bihn & Sons.

EAST BROADWAY and WALES ROAD INTERSECTION IMPROVEMENTS:

                The City’s request for financial assistance from the Ohio Public Works Commission (OPWC) has been approved for the Wales Road and East Broadway intersection improvements in the amount $59,250 out of an estimated total cost of $118,500 (50% match).

                Upon the recommendation of the Service Committee, I recommend a motion allowing the City Administrator sign all of the paperwork necessary to complete this project including the OPWC Project Grant Agreement.

HARDING AVENUE and WALES ROAD IMPROVEMENTS:

                The City has these two road improvement projects budgeted for 2014 and with the recommendation of the Service Committee to begin these projects, I recommend a motion allowing the City Administrator to instruct the City Engineer to draw up a bid package with cost estimates for the Harding Avenue and Wales Road (Oram to Woodville) street improvement projects.
