The regular meeting of the Northwood City Council was called to order by Mayor Mark Stoner, on February 13, 2014 at 7:30 p.m. in the Council Chambers of the Northwood Municipal Building.


The Pledge of Allegiance was then given.

Recreation Board:

Held a meeting on Tuesday February 11, 2014.

  1. If someone wants to have a tournament they will be allowed for fundraising for future tournament fees.
  2. Waiting List: Motion was made to take everyone off the waiting list and put them on a team
  3. Next meeting will be March 11, 2014 at 7:00 PM.


  1. Intersection at Commerce Dr. & Woodville Road ~ has brought up concerns due to so many accidents looking into the timing of the traffic light.
  2. Police Patrol Vehicles ~ City will be purchasing 2 new vehicles from State Wide in Van Wert Ohio.
  3. Also there will be a Special Events Permit for Woodville Auto they will be having a Monster Truck Display.


  1. Streets division asked for an additional $3000.00 for a new truck they went from a ¾ ton to a ½ ton truck. Not to exceed $26,000.00


        Allowing Streets Department purchase one Chevrolet Silverado Pick-Up Truck in an amount not to exceed the amount of $26,000.00.

The City of Northwood is tasked by its National Pollutant Discharge Elimination System Small Municipal Storm Sewer Systems (MS4) permit to detect and eliminate non-storm water discharges to its MS4.

The city cleaned the Curtice Road Ditch during the summer of 2014 and noticed that there were many sewerage system failures resulting in unsanitary conditions.


                As the first step in addressing the unsanitary condition as outlined in Part III.B.3 of the MS4 permit, I am requesting a motion directing the City Administrator to sign and submit the enclosed letter to Ms. Patricia Tebbe of the Ohio EPA.

Sandy Flick has resigned from her position as a board member for representing City of Northwood at Wood County Health District. Her last day will be February 13, 2014.


I would like to recommend Nilgun Sezginis to be appointed as board member for City of Northwood on the Wood County Health District. Her appointment will take effect February 14, 2014.

City Administrators Report


                Because of unexpected problems obtaining an expected right of way permit over adjacent agricultural land and because of the severe cold weather strengthening the road surface; Paschel, Bihn & Sons has been granted permission to use Dalling Road to haul dirt from the excavation site to the Woodville Mall property where it will be used as fill when the mall is demolished.

                Agreement has been made with Paschel, Bihn & Sons to complete the excavation portion of the project on an expedited basis and to clean the affected roads as soon as possible after the hauling is complete.

                I have sent a letter to the residents of Dalling explaining the situation and apologizing for any inconvenience.



                The Eastern Maumee Bay Chamber Prism Awards Banquet featuring a keynote address from Toledo/Lucas County Port Authority President Paul Toth will be held Wednesday, March 12, 2014 beginning at 6:00 P.M. As in the past, the event will be held at the Sunrise Park and Banquet Center, 1460 Woodville Road in Millbury, Ohio.

                Anyone wishing to attend please notify the city clerk as soon as possible.



                Bids for two new police vehicles were opened on January 31, 2014 at noon:

                As per a recommendation from the Safety Committee, I recommend a motion allowing the City Police Chief to enter into an agreement and sign all necessary paperwork to purchase One (1) (marked) 2014 SUV Ford Utility Interceptor in an amount not to exceed the bid amount of $25,778.50; and One (1) (unmarked) 2014 Ford Fusion in an amount not to exceed the bid amount of $18,149.00 from State Wide Lincoln of Van Wert, Ohio.

                NOTE: This amount is contained in the approved police budget for 2014.

                Upon the recommendation of the Service Committee, I am requesting a motion to allow the purchase of four (4) Solar powered, 8 Red LEDs, Double post mounted 36 inch stop signs to be used at the intersections of Fostoria Road and SR 579; Bradner Road and SR 579: Wales Road and Drouillard and temporarily at Wales Road and Access Road “C”.

                According the ODOT each sign is approximately $1,500.


                Therefore, I am requesting a motion to use Red Flex funds in an amount not to exceed $6,000 for the purchase of four (4) 36” LED stop signs.
